Three West Bengal rules decide more results than any other. You must be able to read, write and speak Bengali (people whose mother tongue is Nepali, or permanent residents of the Darjeeling and Kalimpong hill sub-divisions, follow separate rules). SC, ST and OBC reservation and fee concessions are only for certificates of West Bengal — candidates from other states compete as Unreserved. And the state's OBC list changed in 2026: on 18 May 2026 the Backward Classes Welfare Department withdrew the 2025 lists and notified 66 classes with 7% reservation, so every recruiting body opened edit windows for OBC candidates.

How seats are allotted
- One combined counselling in three rounds for WBJEE-2026 and JEE (Main)-2026 rank holders. Seats go by rank, eligibility, reservation and the order of locked choices. Reserved candidates can also take unreserved seats on merit. [1]
- Vacant SC, ST, OBC, EWS, PwD and TFW seats are never converted into general seats. OBC seats follow the West Bengal Gazette notifications of 18 May 2026. [1]
- West Bengal domicile is needed for any seat in government-aided colleges, 90% of Jadavpur University's general seats, and every reserved seat. Domicile means 10 years' continuous residence as of 31.12.2025, or a parent who is a permanent resident of West Bengal. [2]
- Reservation for SC, ST, OBC-A, OBC-B, PwD, TFW and EWS is open only to Indian citizens domiciled in West Bengal. Seat counts for each category are declared before counselling. [2]
