Admission to engineering, pharmacy, medical and diploma courses in India often depends on your state. Each state runs its own entrance test or counselling, keeps a share of seats for local candidates, and operates its own polytechnic board and scholarship portal. Overview

How state admissions work

Three layers decide where you can study: the entrance test or merit list (state CET, JEE Main or NEET-UG), the counselling process run by a state authority, and the seat matrix that splits seats into state quota, all-India or other-state quota, category reservation and management quota. Your Class 12 school state, domicile certificate and category certificate often matter as much as your score.

  • Reservation for SC, ST, SEBC and EWS categories applies as per Gujarat government rules, and TFWS (tuition fee waiver) seats exist in many colleges.
  • Medical state-quota seats depend on domicile and the Class 12 / MBBS-eligibility rules published by the committee.

Reservation breakdown

Gujarat uses SC 7%, ST 15%, SEBC 27% and EWS 10% as per state orders, with additional provisions for women and persons with disabilities; check the ACPC brochure for the current matrix.

  • Engineering and pharmacy seats are split into Home University (HU), Other than Home University (OHU) and state-level seats, so where you studied Class 12 affects which seats you can claim.

  • COMEDK UGET — Private engineering colleges. A separate route into private-college seats; it is not conducted by the state. (COMEDK consortium)

  • Hyderabad-Karnataka (now Kalyana Karnataka) region candidates get reservation under Article 371(J) of the Constitution.
  • Government quota seats in private colleges, Kannada-medium and rural-candidate provisions, and category reservations are listed in the KEA brochure.
  • Candidates need to hold the required study-in-Karnataka and eligibility documents to claim state-quota seats.

Karnataka reserves seats by category groups (Category 1, 2A, 2B, 3A, 3B), SC and ST, plus EWS; SC/ST shares were revised by state law, so check the KEA brochure for the current figures.

Tamil Nadu

TNEA merit counselling on Class 12 marks; reservation system with 69% overall.

Entrance exams

  • Tamil Nadu follows its own reservation framework, usually described as 69% overall for reserved categories.
  • A special reservation for students of government schools exists in professional courses (a 7.5% share has been applied in engineering and medicine); confirm the current figure each year.
  • First-graduate and other fee-concession schemes are announced separately by the state each cycle.

A state Common Entrance Test (CET) such as GUJCET, MHT-CET or KCET is used for admission to engineering, pharmacy and other courses in that state's colleges. Medical (MBBS, BDS, AYUSH) admission in every state uses NEET-UG. Some states, including Delhi, Uttar Pradesh and Bihar, use JEE Main scores for engineering counselling instead of a separate state test.
In government and aided colleges, most seats are reserved for candidates from that state, decided by domicile, where you passed Class 12 or both. The rest are open to candidates from other states or the all-India pool. Every state publishes its own rules, so read the admission brochure.
