OPSC Odisha Civil Services 2025 — 465 Posts, Odia Rule, Age, Prelims & Mains Scheme, Pay
The Odisha Public Service Commission recruits Odisha's administrative, police and Group-B officers through one combined exam. This page follows the advertisement for Odisha Civil Services 2025 (Advt. No. 05 of 2025-26, 31 December 2025), its three addenda, the prelim result of 10 July 2026 and the mains programme of 29 August 2026.
Eleven services, one exam
OCS 2025 was advertised on 31 December 2025 for 314 posts (104 for women) in the Odisha Administrative Service, Odisha Police Service and the Group-B services. The first addendum of 3 January 2026 added 151 posts (50 for women) — 14 OAS, 113 Revenue, 16 Welfare and 8 Transport — taking the total to 465. [2]

The previous cycle, OCS 2024 (Advt. 07 of 2024-25), ended on 26 May 2026 with 200 candidates (78 women) recommended for appointment after the personality test of 14–20 May 2026. [6]
A degree, age 21 to 42, and proven Odia
- Qualification: a bachelor's degree from a recognised university; Indian citizenship.
- Age on 1 January 2025: 21 to 42 (born between 2 January 1983 and 1 January 2004).
- Relaxation: 5 years for SC, ST, SEBC, women and ex-servicemen; 10 years for persons with disabilities (40% or more); PwD candidates of SC/ST/SEBC get both.
- Attempts: 6 for general candidates, 9 for SEBC, no limit for SC and ST. [1]
Compulsory Odia: you must be able to read, write and speak Odia and have passed one of: the Middle English School exam with Odia as a language; HSC (Class 10) with Odia as the medium in a non-language subject; Odia as a language subject in the Class VII final exam or above; or the ME-standard Odia test held by the School & Mass Education Department. A candidate who lacks this is rejected. [1]
The second addendum (19 Feb 2026) allowed transgender persons to apply as well. [3]
Prelims, a 1,750-mark mains and a 250-mark interview
- Preliminary: General Studies Paper I (200 marks) and Paper II (200 marks), objective, 2 hours each. Paper II is qualifying at 33%; you must sit both papers.
- Negative marking: one-third (0.33) of the marks of a question is deducted for each wrong answer; blank answers carry no penalty.
- Up to 12 times the vacancies are called to the mains. [1]

Exam papers are set in Odia and English under the Odia medium rules of 2022. The 2025 mains are held from 9 am to 12 noon and 2 to 5 pm: Odia and English on 29 October, Essay on 30 October, GS I–II on 2 November, GS III–IV on 4 November and the optional papers on 7 November 2026; PwD candidates get an extra hour. Under the Odisha recruitment exam fee and refund rules of 2025, the fee is refunded only to candidates who appear in both papers of the preliminary exam. [1]

- Reservation is only for SC and ST by birth and SEBC of Odisha. The SEBC certificate must be no more than three years old; an OBC certificate is not accepted in its place.
- A woman's caste certificate must show her as the daughter of her father, not by marriage.
- Persons with disabilities: 12 posts; ex-servicemen: 7; sportspersons: 3. Sports claims need the identity card issued by the Director of Sports, Odisha; ex-servicemen already in government service get no reservation.
- Candidates choose two exam zones from Balasore, Berhampur, Bhubaneswar, Cuttack, Jeypore and Sambalpur. [1]
Originals asked for at verification
- HSC certificate (proof of age), +2 and degree certificates with all mark sheets.
- Caste certificate (SC / ST / SEBC) from Odisha authorities.
- Certificate of passing Odia (Class VII or higher, or the ME-standard Odia test).
- Disability certificate, sports identity card, or ex-servicemen release certificate with affidavit, where claimed.
- Character certificate, four photographs, no-objection certificate if employed, and a photo ID (Aadhaar, voter ID, driving licence, passport or PAN). [1]
Level 12 for OAS / OPS, Level 10 for Group-B
- OAS and OPS (Group-A, Junior Branch): Level 12 of the Odisha Revised Scales of Pay Rules, 2017 — ₹56,100 at the first cell.
- All nine Group-B services: Level 10 — ₹44,900 at the first cell.
- Appointees after 1 January 2005 are under the defined-contribution National Pension System; probation follows each service's rules. [1]
The advertisement gives pay levels only. In-hand pay adds dearness and other allowances and subtracts NPS and other deductions, so no in-hand figure is shown.
Service allotted by merit and preference
Candidates who list the Odisha Police Service among their preferences must clear the physical standard test laid down by the Home Department (notification of 4 July 2011). Final allotment of services follows the combined merit of the main written exam and the personality test. [1]
