The exams
National bodies write the exams; the state board decides who is licensed. USMLE — owned by the Federation of State Medical Boards (FSMB) and the National Board of Medical Examiners (NBME); COMLEX-USA — National Board of Osteopathic Medical Examiners (NBOME).
