In-state tuition: the residency rule
Public colleges charge less to state residents. Who counts as a resident is set by state law or the college system, not by where you went to school alone.
- 681 IAC 1.4 (Board of Regents): the question is why the person is in Iowa. A person in Iowa primarily for education is a nonresident, and the student must prove otherwise; a voter registration, Iowa driver's license or community college residency does not by itself qualify.
