In-state tuition: the residency rule

Public colleges charge less to state residents. Who counts as a resident is set by state law or the college system, not by where you went to school alone.

  • A resident of Oklahoma has lived in the state continuously for at least 12 months and has an Oklahoma domicile (residence plus the intention to remain). Colleges decide under State Regents policy.

  • Attending college is treated as temporary residence: a nonresident studying more than half time is presumed to be in Oklahoma mainly for education, and acts like registering to vote or getting a driver's license are not enough on their own. The applicant carries the burden of proof.
